The taxes i owe are not much maybe a couple of hundred dollars, also i have a small refund this year, will the IRS take my refund this year and will they take my rebate off $300 (that everyone is getting) until the back taxes are paid? Should I just not count on getting a tax refund?

Interest has run from 6 to 8% the past few years. Late payment penalty of 1/2% per month will be added to that. Your refund will be applied to pay it.

The liabilities from prior years will offset your refund.

The governement is going to take the moeny it owes from you plus possible late penalties for not paying them on time. Your best bet would be to contact the IRS and find out what the deal is.
Oh and everyone is not getting a $300 rebate. There is a calculator on the IRS website that allows people to calculate their stimulus check amount based on their 2007 tax filing.
