Clients actually owed taxes but did not realize it. The IRS notified them a year later. The IRS is billing for the taxes owed and a near $2000 penalty which includes interest. Is it ok to sue the accountant for the penalty?

The taxes I owe are based on interest/dividend income. I didn’t think you had to pay a penalty for not making quarterly payments on this type of income. I thought only businesses or self-employed had to make quarterly payments. Can someone please explain why I owe interest?

We instead claim the money and pay taxes every year to the government. I just found out the job is going to start taking taxes out of people’s checks without notifying them first and without having us fill out any paperwork such as a W-2 or I-9 form. Is this legal?
